Consular Registration is a free and voluntary act exclusively for Angolan citizens even if they have dual nationality and regardless of the type of visa they hold, as long as they are residents or are temporarily in the area of ​​jurisdiction and/or applicants of any type of service at this consulate. However, it is mandatory for the practice of any other consular act, namely for issuing a passport, transcription of birth, marriage, recognition of documents, term of responsibility for minors (children or those under judicial protection), obtaining a power of attorney, among others .

The Consular Registration will be included in the archives of the consular post in whose area of ​​jurisdiction you have taken up residence or that you meet occasionally and will obtain a Consular Registration Card.

Therefore, it is appealed for everyone to join the process as a way to benefit from the Consulate’s services.

1.Enrollment/Request for Consular Enrollment Card (1st Time)

The)Necessary documents:

  • REGISTRATION/REQUEST FORM AND FORM duly completed, without errors or erasures, in capital letters or typed in black ink and signed by the applicant;
  • Originals and Photocopies of the following ANGOLAN DOCUMENTS:

*Passport (all pages written and stamped). (Dec. 3/00, January 14)

*Identity card

* Birth Certificate issued in Angola, confirmed by the Ministry of Justice’s Technical Services and endorsed by MIREX

*Personal certificate/Birth certificate or ID, only for minors

*One (1) passport-type photograph, color, current, original, with white background and without sunglasses (Except on medical advice)

*Residence Certificate issued by local authorities

*Declaration of services or school for students (art.17 al b), Dec. 3/00, of January 14)

B)FOR MINORS must also present:

* TERM OF LIABILITY made by one of the parents or legal guardian, and the FOLLOWING DOCUMENTS must be added to the term:

*Original and photocopy of the National Passport

*Original and photocopy of the Identity Card

*Original and photocopy of the Consular Registration Card

  • Expired Consular Registration Card or Proof of Lost Original.
  • Angolan Document (only one) of the following documents:

B)Valid ID card. (Old BIs will not be accepted, except for lifetime BIs);

ç)Birth Certificate issued in Angola, endorsed by the National Directorate of Registries and Notaries (Ministry of Justice and Human Rights of Angola) and authenticated by the Ministry of Foreign Affairs of Angola (MIREX);

d)School or Employment Declaration If you are unemployed/domestic/retired, fill in the respective declaration (draft);

and)Proof of Address (only one): Invoice for water, electricity, gas, Emitari Driving License, bank statement or other:

The   UNDER AGE (under 18):

Expired Consular Registration Card or Proof of Lost Original;

Angolan Document of Minors – May submit one of the following documents:

Seat or Birth Certificate;

Valid ID card;

Birth certificate issued in Angola, endorsed by the National Directorate of Registries and Notaries (Ministry of Justice and Human Rights of Angola) and authenticated by the Ministry of Foreign Affairs of Angola (MIREX).

Angolan Document of one of the Parents or Legal Guardian who can present only one of the following documents:

National Passport;

Identity card;

Proof of Address of Parent(s) or Legal Guardian – You can submit one (only one) of the following documents: Invoice for water, electricity, gas, Emitari Driving License, Bank statement or other.

The passport is the travel document, which allows the national citizen to leave or enter any Angolan and foreign country border post, unless there is an international agreement or convention that waives its presentation, constituting a document sufficient to prove his identity to the authorities foreign companies.

Every Angolan citizen has the right to a passport, which cannot be refused for political or other reasons, except in the cases provided for in Article 32 of Decree No. 3/00 of 14 January.

The request for issuance, re-issuance, extension or annotation must be made personally by the interested party to the Migration and Foreigners Service, through its Provincial Directorates and the Angolan Diplomatic and Consular Missions abroad, pursuant to article 20 of the aforementioned Decree.

REQUIREMENTS

  • Form and 2 forms duly completed, with capital letters in each square, black ink and without errors or erasures; the signature must be made in the presence of the employee.
  • Original and photocopy of the consular registration certificate with at least 6 (six) months of validity;
  • Original and Photocopy of one of the Angolan documents: BI; Seat; Birth Certificate issued in Angola, valid for no more than 1 (one) year;
  • Personal Card (only for minors);
  • Photocopy of the Military Census receipt (male aged between 18 (to be completed in the current year) and 20 years old);
  • (3) Three photographs, passport type, color, current, white background and without sunglasses (Except for proven medical recommendation);

REQUIREMENTS – UNDER AGE

  • Disclaimer made by the parents or legal guardians. (see NOTE 5)
  • Original and photocopy of one of the following Angolan documents of the parent or legal guardian: Valid ID; Valid passport; Valid Consular Enrollment Certificate;

Notary acts are those that are based on the making of powers of attorney, translation certificates, terms of responsibility or declarations, wills and other documents that the Law requires the recognition of the signature or its custody at the Notary (Consulate General).

The power of attorney can be made by the person himself, before the competent consular officer, acknowledging the letter and signature in the presence or by the Consulate General.

The signature made by request can only be recognized through face-to-face recognition and as long as the applicant does not know or cannot sign.

It is necessary to recognize the signature of the documents in order to have validity and effectiveness in the Angolan legal system. Notarial recognition is done by: similarity and presence.
